COVID19 Tax / Water policy

  • The new Town Hall wide policy is that all offices are closed to the public. There is a drop box at police department (Town Hall - Cleveland Ave. entrance) for payments of water and taxes. If you need to make a payment and don’t know what the amount is feel free to call or email the tax or water department . The payment processing will be performed the day following the same is received. NO CASH during this period payments will only be accepted by check or money order only. If you would like a receipt, your cancelled check will be your receipt, or contact the tax office and we can provide you with an email/fax of a receipt.
  • In reference to the PTR (Property Tax Relief) for people that are in the program, The due date to be received by the State of NJ is November 20, 2020. After April 1st the Tax Office will take appointments to complete the PTR-2A form or you will be able to drop the application off and pick it up the next day.
  • Anything in reference to the Assessor’s office such as appeals or address changes may go into the drop box.
  • Final water reads and 5 year consumption will be prepared by faxing or emailing the water department.

The Tax Collector is responsible for the billing, collection, reporting and enforcement of municipal taxes for the Town of Harrison.

How a Calendar Year Municipality Bills for Property Taxes


Property taxes are due February 1st, May 1st, August 1st and November 1st. The 1st and 2nd quarter (February and May) are preliminary taxes, based on one-half of the prior year’s taxes. After the tax rate is certified, the difference is billed in the 3rd and 4th quarter (August and November). If an estimated bill is due for the 3rd quarter (August), the difference is billed in the 4th quarter.

Tax Payments


Taxes can be paid by mail or in person. Our office accepts checks, bank checks, money orders and cash. If you are mailing a check to pay your taxes, please include the stub for the quarter due. Whether paying in person or by mail and you require a receipt, please bring or enclose the entire tax bill. If paying by mail, a self-addressed stamped envelope would be required to return your receipt to you. Receipts are given at the time of payment only, duplicate receipts cannot be issued. Please make checks payable to the Town of Harrison and include your block and lot number.

Tax Escrow Account


If you have an escrow account and your bank or mortgage company is responsible for the payment of your taxes, the original bill will be mailed to them and you will receive an “advice” copy for your records. The advice copy may be used to pay taxes when you no longer have a tax escrow account.

Interest


Interest will be charged at the rate of 8% on the first $1,500 of delinquency and 18% on any amount of delinquency over $1,500 until such time as taxes are paid current. Payment is applied first to all delinquent interest and then to the oldest principal balance. There is a 10 day grace period, however, interest accrues from the original due date for any payments made thereafter. If the 10th day falls on a weekend or legal holiday, you have until the next working day to make payment. We cannot accept postmarks. Failure to receive a tax bill does not exempt you from paying taxes or the interest due on past due taxes.
